Provided is a manual hair cutter with a hair combing function which: can be used even on animals, such as pets, without scaring the animals with noise; does not require an attachment to be pressed onto the scalp; makes it possible to cut long hair at the location of a desired hair length; and has achieved a decrease in driving force loss due to spring tension, making it possible to keep cutting smoothly and to cut hair accurately and reliably. The hair cutter is manually operated and has a gear mechanism, and comprises: comb portions arranged in two rows; a blade slide body groove disposed between the comb portions; and a blade attached to a blade slide body that moves in the blade slide body groove. Hair is supported at the two locations of the comb teeth of the comb portion of one row of the two rows of comb portions and the comb teeth of the comb portion of the other row thereof, and is cut between the comb portions arranged in two rows. The blade attached to the blade slide body that moves in the blade slide body groove is configured from a movable blade and a fixed blade, wherein the fixed blade and the movable blade are closely attached to each other by means of a permanent magnet rather than a spring. The hair cutter includes a structure in which the fixed blade and the movable blade attached to the blade slide body are inclined between the comb teeth.
