Abstract:
In the present invention, on the basis of a code indicating a component of displacement between a first layer image and a second layer image differing from the first layer image, a displacement vector generation unit generates a displacement vector indicating the component of displacement and another component of displacement, and a predicted image generation unit reads, from a reference image recording unit that records reference images, a reference image of a region that the displacement vector generated by the displacement vector generation unit indicates, and generates a predicted image on the basis of the read reference image.
