An inbound cargo transportation and transfer device and method. Said device comprises a quay crane, transfer vehicles, and a main control server; the quay crane is configured to lift containers (1) on cargo ships onto the transfer vehicles, the main control server is configured to deploy all the transfer vehicles in operation in a port, and the transfer vehicles are configured to transfer the containers (1) from an unloading area to respective pickup areas of the port; each transfer vehicle is provided with a wireless communication device, a navigation device, a controller, an identification device and a container sensing device; the transfer vehicle comprises an expandable plate and lifting drive devices, the expandable plate can laterally expand to increase a supporting area, there are four lifting drive devices and are respectively fixed at four corners of a lower end surface of the expandable plate, and the lifting drive devices can vertically lift so as to change the height of the expandable plate. By means of changing the width and height of the transfer vehicles, the transfer vehicles entering the unloading area can pass below the exiting transfer vehicles, ensuring the efficiency without causing congestion.
