An information processing device comprising: a group characteristic inference unit which, on the basis of a result of sensing an environment, infers information relating to a characteristic of a group, which is an assembly of individuals present in the environment; and a plan control unit which, at least on the basis of information relating to the characteristic, controls the creation form of an action plan for a moving object in the environment.
