An intermediate-layer-type pocketed spring element, and a pocketed spring. The intermediate layer-type pocketed spring element comprises at least two vertically adjacent layers of accommodation cavities (2) made of a cloth material (1), and a spring element (3) wrapped within each of the accommodation cavities (2); an intermediate-layer cavity (4) is provided between the two vertically adjacent layers of accommodation cavities (2); a functional filler material, an elastic filler material, or an air pocket is provided inside the intermediate-layer cavity (4); intermediate-layer-type pocketed spring elements are sequentially interconnected to form a pocketed spring. In the invention, an intermediate-layer cavity (4) is provided between two vertically adjacent layers of pocketed springs; in accordance with actual requirements, the intermediate-layer cavity (4) may be filled with different filler materials so as to achieve different effects; by means of individual intermediate-layer cavities (4), the filler material may be distributed across the inside of a mattress in an orderly and even fashion, thereby overcoming the disorderly and uneven nature of filler material in traditional mattresses.
