Provided are a learning device, a determination system, a learning method, and a non-transitory computer-readable medium enabling improvement of geographical impossibility detection accuracy. A learning device (110) according to the present disclosure is provided with a collection means (111) that, from a collection device for collecting positional information update requests by user terminals, obtains a plurality of reception signal data items including originating countries of the collected positional information update requests and the respective reception clock times. In addition, the learning device (110) is provided with a generation means (112) that, on the basis of the plurality of obtained reception signal data items, generates, for each of the user terminals, user data including a one-direction movement history between two countries and a one-direction movement time period between two countries. Further, the learning device (110) is provided with a learning means (113) that performs learning by using statistic values of the one-direction movement time period between two countries, on the basis of the generated user data for each of the user terminals.
