Abstract:
The purpose of the present embodiment is to provide a light control device and a lighting device which make it possible to reduce manufacturing costs. This optical control device is provided with: a first liquid crystal cell provided with a first liquid crystal layer between a pair of substrates; a second liquid crystal cell provided with a second liquid crystal layer between a pair of substrates; and a polarization conversion element disposed between the first liquid crystal cell and the second liquid crystal cell. One substrate of each of the first liquid crystal cell and the second liquid crystal cell is provided with an insulating substrate, a plurality of first electrodes arranged in one direction on the insulating substrate and formed in a belt shape, a first inorganic insulating film covering the plurality of first electrodes, and a plurality of second electrodes crossing the first electrodes on the first inorganic insulating film and formed in a belt shape.
