Provided is a light-emitting device having improved color mixing properties and light emission efficiency while achieving white light with high color rendering by four types of LED elements that emit red light, green light, blue light, and white light, respectively. This light-emitting device includes: a phosphor layer containing phosphor; a first LED element that emits white light by a combination with fluorescence generated by exciting the phosphor; a second LED element that emits red light; a third LED element that emits green light; a fourth LED element that is disposed farther from the phosphor layer than the second and third LED elements and emits blue light; a substrate in which the first to fourth LED elements are mounted onto the same mounting surface; a resin frame surrounding at least a part of the outer periphery of the substrate; a sealing resin that is filled on the substrate inside the resin frame and seals the first to fourth LED elements; and a light-shielding member that is disposed on the upper surface of the sealing resin and covers at least the first LED element.
