A low-resilience pocket spring comprising at least two layers of accommodating cavities (10) provided in a vertical direction and composed of fabrics, wherein the accommodating cavity (10) in the uppermost layer is composed of a first fabric (11), and an elastic member (20) is packaged and sealed therein, the remaining accommodating cavities (10) are composed of a second fabric (12), and a spring member (30) is sealed and packaged therein. The air permeability of the first fabric (11) is lower than that of the second fabric (12). Since the uppermost accommodating cavity (10) is composed of a fabric having low air permeability, the uppermost accommodating cavity (10) forms a relatively sealed cavity and causes poor air circulation between the interior and exterior thereof, so as to enable the volume of the uppermost accommodating cavity (10) to change slowly when a pressure is applied thereon or released therefrom, such that the uppermost layer of a pocket spring layer achieves low-resilience characteristics similar to memory foam, and effectively improves the comfort level of the mattress.
