Abstract:
Provided are a method and device for encoding/decoding an image by signaling GCI, and a method for transmitting a bitstream. The method for decoding an image according to the present disclosure comprises the steps of: obtaining first information indicating whether or not an application of a predetermined encoding tool is constrained; obtaining second information indicating whether or not the predetermined encoding tool is applied; and restoring a current picture on the basis of the second information, wherein the value of the second information is determined on the basis of the value of the first information, and the predetermined encoding tool can comprise at least one among explicit signaling of a scaling list relating to a transform coefficient, weighted prediction, and non-activation of in-loop filtering in a virtual boundary.
