[Problem] In a cladding composite material obtained by coating the surface of a base material with a silver-containing layer, it is difficult to make the size of fine particles containing silver constituting the structure of the silver-containing layer uniform in the thickness direction. [Solution] An evaporation source (15) containing silver is irradiated with a high-energy laser beam (17) having a spot diameter that evaporates fine particles containing silver from the silver-containing evaporation source (15), thereby evaporating the fine particles containing silver. A jet is then applied to a base material (33) in a high vacuum atmosphere so as to physically deposit the silver-containing fine particles on the base material (33), and form a silver-containing layer on the base material (33).
