The present invention relates to a method for preparing an oriented polymer paint by using waste polyethylene terephthalate, and an oriented polymer paint prepared by the method and, more specifically, the method comprises the steps of: pulverizing waste PET into flaky particles; washing the pulverized flaky particles; preparing fractured microparticles from the washed flaky particles; mixing the prepared fractured microparticles with a functionalizing agent and a penetrant, and reacting same at 30-150°C for 10 minutes to 24 hours, thereby preparing functional fractured microparticles; and preparing a paint by mixing the prepared functional fractured microparticles and a vehicle. According to the method for preparing an oriented polymer paint by using waste PET, and an oriented polymer paint prepared by the method, of the present invention, the orientation structure of a PET container is horizontally moved to a paint without damage so as to enable the preparation of a paint having better performance than when using a new PET material, thereby having an advantage of forming high economical added-value having a new concept of recycling materials and performance.
