This production method includes a surface crosslinking step which involves performing a heat treatment on a mixture of a surface crosslinking agent and dried polymer particles obtained using an acid group-containing unsaturated monomer as a principal component. The water content of the dried polymer particles is 15 mass% or less. The surface crosslinking step uses a heating device equipped with a rotating vessel and a plurality of heating tubes which are positioned inside the rotating vessel, extend in the axial direction thereof, and rotate along with the rotating vessel. The heating device is equipped with a means for introducing gas into the interior of the rotating vessel and discharging gas therefrom.
