The proposed method involves preliminary crushing of the raw material in a selective and directed manner and with a concentrated force of between 900 and 1200 J. During reprocessing, pulverized fractions are removed and put into a closed vessel before being subjected to mechanical action to produce a finely dispersed powder with a unit surface area of not less than 5000 cm2/g. The proposed facility comprises a device for crushing and sifting in the form of a remote-controlled manipulator (14) on which is mounted a hydropneumatic percussion mechanism. The facility also has a sealed module (17) which communicates with the system for extracting the pulverized fractions and has a system for converting these fractions to a finely dispersed powder.
