The present invention estimates, on the basis of predicted marine phenomena in a sea-lane, the actual wave moment Mw(r) generated in a marine vessel S due to marine phenomena in the sea-lane, plans loading of cargo on the basis of a predicted wave moment Mw(r)pv that is the predicted value of the actual wave moment Mw(r), and carries out navigation so that the moment generated in the marine vessel S during navigation does not exceed a designed tolerance value Ma.
