The present invention pertains to an oil-in-water cleansing cosmetic containing (A) carboxylic acid-modified silicone that is liquid at 50ºC, (B) an oil agent in an amount of 3-80 mass% with respect to the total mass of the cosmetic, (C) water, and (D) a basic compound, wherein the content of ionic surfactants other than the (A) carboxylic acid-modified silicone that is liquid at 50ºC is 10 mass% or less with respect to the total mass of the cosmetic. A cleansing cosmetic according to the present invention is quickly attached to makeup stains and thus has a high makeup-removing effect, and has excellent stability.
