Provided are an optical element and an image display device for displaying a mid-air image, the optical element and image display device being such that the overall device volume thereof is low, the size of the device can be reduced, and backgrounds can be visually confirmed. The present invention has: a light-guiding element having a light-guiding plate, an impingement diffraction element arranged on a main surface of the light-guiding plate, and an emission diffraction element arranged on the main surface of the light-guiding plate; and a reflective lens arranged at a position that overlaps the emission diffraction element when viewed from a direction perpendicular to the main surface of the light-guiding plate. The impingement diffraction element diffracts impinging light and allows the light to impinge within the light-guiding plate. The emission diffraction element allows light that has propagated within the light-guiding plate to be emitted from the light-guiding plate. The reflective lens condenses the light emitted from the light-guiding plate by the emission diffraction element.
