The present invention relates to a packaging bag for containing liquids in which the bag main body and the spout member can be satisfactorily bonded to each other. Provided is a packaging bag (1) for containing liquids which comprises: a bag main body (2) for containing liquids that is constituted of films (21); and a spout member (3) having a spout opening (R). The packaging bag (1) for containing liquids is characterized in that the bag main body (2) has a first bonded part (22) provided to the films (21) and bonded to the spout member (3) and a peripheral bonded part (23) which has been disposed on the peripheral part of the bag main body (2) and in which the films (21) have been lap-bonded to each other, the first bonded part (22) comprising a fluorinated bonding material, which is a fluororesin material having a melting point of 230ºC or lower. The packaging bag (1) is further characterized in that the spout member has a second bonded part (32) bonded to the first bonded part (22) of the bag main body (2), the part where the first bonded part (22) and the second bonded part (32) have been bonded comprising an affinitive material having an affinity for the fluorinated bonding material, the affinitive material being a resin material containing at least one polar functional radical selected from among an amide bond, halogeno radicals, a hydroxy group, cyclic anhydride groups, and a cyano group.
