Disclosed is a plant electric energy management and control system based on edge-cloud cooperation. The system comprises a cloud electric energy management layer, an edge computing layer, a device layer and a power supply side. Also disclosed is a plant electric energy management and control method based on edge-cloud cooperation. The method comprises: 1) forming an industrial field network by field nodes, routing nodes and a device for executing a production task, which are in a device layer; 2) parsing production task information data, and sending same; 3) issuing an STN model of a production field to an edge node; 4) a power supply agent sending a power generation model, a power storage model and an electricity price model to the edge node; 5) the edge node computing the electric quantity required for completing the production task; 6) computing values of a comprehensive level; 7) the edge node executing computation of a high level, and a cloud electric energy management center executing computation of a low level; 8) the edge node executing a demand response algorithm; and 9) the production device executing the production task according to a computation result, and a plant power generation station, a power storage station and a plant external power supply station executing corresponding schemes according to results.
