A production method of a double-layer soluble paper towel made of pure wood pulp, comprising imported bleached softwood and hardwood pulp plates, wherein the production method sequentially comprises the following steps: raw material dispersion, raw material mixing, raw material pulping, paper machine mesh forming, dehydration and drying, paper rolling, and paper slitting and folding. The soluble paper towel can achieve high tensile force and good water solubility requirements of raw paper, not only can be used to wipe wet hands, but also can be directly discarded into a toilet or a sewer without causing blockage.
