Abstract:
A function input means (71) receives an input of a cost function that calculates a cost incurred when selecting candidates for relay points and/or designing a route, said cost function being expressed by a linear sum of terms obtained by weighting, with a degree of relative importance, each feature quantity that a skilled person is assumed to intend when selecting the candidates for the relay points and designing the route. A learning means (72) learns the cost function through reverse reinforcement learning using training data that includes relay point information, which is data obtained by associating information indicating the relay points with information about the surroundings of the relay points and usage information about the relay points, and actual route information, which is actual data of routes passing through each relay point.
