[Problem] To provide a battery that does not cause an internal short circuit even when repeatedly charged and discharged. [Solution] A secondary battery comprising a winding electrode body which is housed in a battery can and has a structure in which a band-shaped positive electrode and a band-shaped negative electrode are stacked through a separator and wound, wherein: the positive electrode has positive electrode active material layers on both surfaces of a band-shaped positive electrode foil; the negative electrode has negative electrode active material layers on both surfaces of a band-shaped negative electrode foil; the winding electrode body has a positive electrode tab in the central portion of the positive electrode, a negative electrode tab on the winding end side of the negative electrode, and a flat foil tab on the winding start side of either one or both of the positive electrode and the negative electrode; and the foil tab has a plate-shaped part bonded on the winding start side of either the positive electrode or the negative electrode and a comb tooth part projecting from the positive electrode or the negative electrode, the comb tooth part acting as a connection part of the winding electrode body.
