The present disclosure provides a seismic isolation device and a seismic isolation method, wherein the seismic isolation device is used in a transformer-like device, and comprises a plurality of three-dimensional seismic isolation devices and a plurality of horizontal limiting mechanisms, wherein, the plurality of three-dimensional seismic isolation devices are evenly arranged between the transformer-like device and the foundation, each horizontal limiting mechanism is arranged on the outer side of the corresponding three-dimensional seismic isolation device, each three-dimensional seismic isolation device comprises a horizontal seismic isolation device and a vertical seismic absorber, the horizontal seismic isolation device is arranged to prevent part of horizontal seismic energy from being transferred to the transformer-like device, and the vertical seismic absorber is arranged to consume part of vertical seismic energy to be transferred to the transformer-like device.
