According to the present invention, a first sheet (11) and a second sheet (12) are positioned on an opposite side with an elastic member (13) therebetween and joined by a plurality of fused sections (15) which are formed at intervals in the extending direction of the elastic member (13). The elastic member (13) is fixed by only the friction between both the sheets (11, 12) in a space defined by the fused sections (15), the first sheet (11), and the second sheet (12). The second sheet (12) has, in a region overlapping the elastic member (13) in the thickness direction, a void rate varying region (20) such that a void rate between constituent fibers is relatively higher in a central portion than in both side portions. In the void rate varying region (20), a portion of the constituent fibers is in a state of losing a fibrous shape and being melted and solidified, and the remaining portion of the constituent fibers maintains a fibrous shape.
