In the present invention, surface modification is performed on a resin vessel (2) in a manner so as to increase hydrophilicity by jetting plasma. Resin vessels (2) are supported on a plurality of support means provided to a sterilization wheel (10), are rotationally conveyed, and when passing in front of an electron bean radiation device (12), sterilization is performed by electron beam irradiation. As a surface modification means, a plasma jetting device (20 (20A, 20B, 20C)) is disposed on the inside of the vessel conveyance pathway of a supply wheel (8) that supplies resin vessels (2) to the sterilization wheel (10). When plasma is jetted at the inside and outside surfaces of the opening (2a) of the conveyed resin vessels (2), the surface is modified and hydrophilicity is increased. As a result, when a portion of a body touches the opening (2a) of the resin vessels (2), the charge retained by means of the radiation of the electron beam flows more easily, suppressing the occurrence of static electricity.
