Disclosed is a system for assisting with the creation of a grid plan for changing the structure of a power grid containing a power transmission grid and a power distribution grid. The system stores information relating to the structure of the power transmission grid and information relating to the power distribution grid and to loads. On the basis of the information relating to the power distribution grid and to the loads, the system determines a load interchange capacity among distributing substations, said load interchange capacity representing a power supply capability that would allow for compensation among distributing substations by means of a grid structure change to the power distribution grid. On the basis of the load interchange capacity, the system creates a grid plan proposal containing the power transmission grid and the grid structure change to the power distribution grid. The system outputs information relating to the grid plan proposal to an output device.
