This system for evaluating a monitoring plan is provided with: a vehicle monitoring information acquisition unit for acquiring vehicle monitoring information that represents the results of monitoring a vehicle, the vehicle monitoring information including monitoring execution condition information that represents the monitoring location and/or the monitoring time for the vehicle, and information about the vehicle to be monitored in said monitoring location or monitoring time; a movement information acquisition unit for acquiring vehicle movement information pertaining to the movement of each of a plurality of vehicles; and a traffic degree information generation unit for generating, on the basis of the vehicle movement information and the vehicle monitoring information, traffic degree information that represents the degree of traffic for the vehicles to be monitored under conditions that represent monitoring execution condition candidates comprising the location and/or time for monitoring the vehicle.
