CLAIMS

1. A system (1) for carrying out law and regulation content scanning automatically on website of an official institution determined by users, in accordance with contents of concern; reporting results of scanning; and transmitting them to users; comprising at least one electronic device (2) which is configured to run at least one application (3) on it; at least one application (3) which is run on the electronic device (2) and configured to comprise at least one interface configured to enable users to input data; at least one database (4) which is configured to store the data input over the application (3); and characterized by at least one content detection server (5) which is configured to gather changes included in a text format in the related web pages by receiving the definitions, that are provided over the application (3), from the database (4) and to transmit them to the database (4); at least one optical character definition server (6) which is configured to convert the contents, other than the ones in a text format included in a webpage, into a format whereby it is possible to carry out a search and to transmit them to the database (4); at least one content sorting server (7) which is configured to sort the texts that the user is interested in by carrying out a content scanning on the data, that are obtained by the content detection server (5) and/or converted by the optical character definition server (6), in accordance with the user definitions stored in the database (4) and to transmit them to the database

(4); at least one information server (8) which is configured to transmit the contents, that are stored in the database (4) and determined to be of interest to the user, to the user via e-mail and/or to enable the user to carry out a search.

2. A system (1) according to Claim 1; characterized by the electronic device (2) which is configured to run at least one application (3) on it.

A system (1) according to Claim 1 or 2; characterized by the electronic device (2) which is run on the electronic device (2) and configured to comprise at least one interface configured to enable users to input keywords that s/he is interested in, that keywords s/he is not interested in and/or a webpage that s/he wants to be informed about its content.

4. A system (1) according to any of the preceding claims; characterized by the database (4) which is configured to store the data input by a user over the application (3) interface.

5. A system (1) according to any of the preceding claims; characterized by the content detection server (5) which is configured to track and gather changes that are made in the contents in a text format included in web pages stored in the database (4), provided by the user.

A system (1) according to any of the preceding claims; characterized by optical character definition server (6) which is configured to convert the contents, that are included in a webpage being of interest to the user and cannot be searched by the content detection server (5) because they are in a text format, into a format whereby it is possible to carry out a search.

A system (1) according to any of the preceding claims; characterized by the content sorting server (7) which is configured to sort the texts that the user is interested in by considering the user definitions stored in the database (4) on the data that are obtained by the content detection server (5) and/or converted by the optical character definition server (6) into a format whereby it is possible to carry out a scanning and are scanned, and to transmit them to the database (4). 8. A system (1) according to any of the preceding claims; characterized by the information server (8) which is configured to send the contents, that are stored in the database (4) and detected to be of interest to the user, to the user via e-mail. 9. A system (1) according to any of the preceding claims; characterized by the information server (8) which is configured to enable the user to carry out a search on the data that are stored in the database (4) and detected to be of interest to the user.

Description:
A SYSTEM FOR LAW AND REGULATION CONTENT SCANNING

Technical Field

The present invention relates to a system for carrying out law and regulation content scanning automatically on website of an official institution determined by users, in accordance with contents of concern; reporting results of scanning; and transmitting them to users.

Background of the Invention

Today, it is important for companies to be quickly informed about ever-changing legal legislation and public information. Legal announcements being of concern to sector, market, customer group, supplier and many issues of companies are critical in order that these companies can continue their business. Therefore, a manual and competent workforce is used so as to follow up announcements.

Considering the studies included in the state of the art, it is understood that there is need for a system for law and regulation content scanning which enables to eliminate manual workforce in order to be able to follow up announcements, that are of concern to companies and persons, in an up-to-date way.

The invention disclosed in the Chinese patent document no. CN107229700A, an application in the state of the art, comprises an intelligent system for tracking e- government data and making news, announcement recommendation to users. The said invention enables users to input titles and keywords of news or announcements, that are requested to be queried, to the system by registering and logging-in; scans an E-govemment database and websites in accordance with the user input; recommends e-govemment news and announcements which users pay close attention to and need to know to the users quickly and effectively. The disclosed invention uses a web scanning module in order to scan various news about government works from a network server, and analyses news in a government jobs website by comparing them with the user input by means of a comparison module and an analysis module. The disclosed invention uses a registration module in order to recommend information and materials on news about government works that are followed or should be known by users.

Summary of the Invention

An objective of the present invention is to realize a system for carrying out law and regulation content scanning automatically on website of an official institution determined by users, in accordance with contents of concern upon defining contents that the user is interested in and not interested in; reporting results of scanning; and transmitting them to users.

Detailed Description of the Invention

“A System for Law and Regulation Content Scanning” realized to fulfil the objective of the present invention is shown in the figure attached, in which:

The components illustrated in the figure are individually numbered, where the numbers refer to the following:

The inventive system (1) for carrying out law and regulation content scanning automatically on website of an official institution determined by users, in accordance with contents of concern; reporting results of scanning; and transmitting them to users comprises: at least one electronic device (2) which is configured to run at least one application (3) on it; at least one application (3) which is run on the electronic device (2) and configured to comprise at least one interface configured to enable users to input data; at least one database (4) which is configured to store the data input over the application (3); at least one content detection server (5) which is configured to gather changes included in a text format in the related web pages by receiving the definitions, that are provided over the application (3), from the database (4) and to transmit them to the database (4); at least one optical character definition server (6) which is configured to convert the contents, other than the ones in a text format included in a webpage, into a format whereby it is possible to carry out a search and to transmit them to the database (4); at least one content sorting server (7) which is configured to sort the texts that the user is interested in by carrying out a content scanning on the data, that are obtained by the content detection server (5) and/or converted by the optical character definition server (6), in accordance with the user definitions stored in the database (4) and to transmit them to the database

(4); at least one information server (8) which is configured to transmit the contents, that are stored in the database (4) and determined to be of interest to the user, to the user via e-mail and/or to enable the user to carry out a search.

The electronic device (2) included in the inventive system (1) is configured to run at least one application (3) on it. The electronic device (2) is device such as mobile phone, tablet computer.

The application (3) included in the inventive system (1) is run on the electronic device (2) and configured to comprise at least one interface configured to enable users to input keywords that s/he is interested in, that keywords s/he is not interested in and/or a webpage that s/he wants to be informed about its content.

The database (4) included in the inventive system (1) is configured to store the data input by a user over the application (3) interface.

The content detection server (5) included in the inventive system (1) is configured to track and gather changes that are made in the contents in a text format included in web pages stored in the database (4), provided by the user.

The optical character definition server (6) included in the inventive system (1) is configured to convert the contents, that are included in a webpage being of interest to the user and cannot be searched by the content detection server (5) because they are in a text format, into a format whereby it is possible to carry out a search.

The content sorting server (7) included in the inventive system (1) is configured to sort the texts that the user is interested in by considering the user definitions stored in the database (4) on the data that are obtained by the content detection server (5) and/or converted by the optical character definition server (6) into a format whereby it is possible to carry out a scanning and are scanned, and to transmit them to the database (4). The information server (8) included in the inventive system (1) is configured to send the contents, that are stored in the database (4) and detected to be of interest to the user, to the user via e-mail. The information server (8) is configured to enable the user to carry out a search on the data that are stored in the database (4) and detected to be of interest to the user.

In the inventive system (1), a user first defines the institutional websites whereby s/he wants to get announcement and/or information over an interface that is owned by the application (3) being run on the electronic device (2). The user also inputs keywords about contents that s/he is interested in and/or not interested in. Defined keywords and webpages are kept in the database (4). The content detection server (5) gathers the changes that are included in defined institutional websites. Contents which have extensions such as PDF, JPEG and whereby text search cannot be carried out can be converted into a scannable format by the optical character definition server (6). The converted data are transmitted to the database (4). The content sorting server (7) sorts the texts that the user is interested in by carrying out a search in the contents that are scanned based on the content words desired by the user and the content words not desired by the user. Headings included in the content scanned by the content sorting server (7) are detected. The detected contents are transmitted to the database (4). The information server (8) sends mail to users in a desired time interval and/or users can access the detected announcements by making a choice of time if they want.

In one exemplary embodiment of the invention, a user defines https://resmigazete.gov.tr as an institution website to be scanned on the application (3) interface. S/he defines the word “electronic communication” in a desired content tab and the word “university” in an undesired content tab. The definitions are kept in the database (4). On the next day, these contents are determined by the content sorting server (7) upon an announcement, that is available in a pdf format pertaining to an electronic communication regulation published as a presidential decree, is detected by the optical character definition server (6) and converted into a scannable format and while sending an e-mail to users over the notification server (8), no e- mail is sent to users due to the fact that the regulation about registration renewal of students who are studying in electronic communication departments at universities includes an undesired word.

With the invention, it is enabled to eliminate manual workforce in order to be able to follow up announcements, that are of concern to companies and persons, in an up-to-date way. The need for follow-up of a legislation that is published by companies and in particular to public institution websites, and informing legal teams about a new or amended legislation within the scope of a regular information flow are automatically met.

Within these basic concepts; it is possible to develop various embodiments of the inventive system (1); the invention cannot be limited to examples disclosed herein and it is essentially according to claims.
