[Problem] To lessen the burden on users by enabling flexible control of communication lines according to service requirements when realizing satellite formation flight. [Solution] In order to control a movement body group involved in formation flight, the present invention is characterized by comprising: movement bodies that constitute the movement body group and are classified into a follower movement body and a leader movement body for collecting information of the follower movement body to perform control thereon, and that communicate wirelessly with each other by means of beam forming or MIMO; and ground stations that wirelessly communicate with the movement bodies. The present invention is also characterized in that the movement bodies involves, on the basis of on-board processors mounted thereon, control of the follower movement body by the leader movement body and control of the self-positions or self-attitudes for performing formation flight, and that the ground stations involve line control for wireless communication with the movement bodies or line control for wireless communication between the movement bodies, and control for selecting any of said ground stations to communicate with the movement bodies.
