A system and method for producing hydrogen from biogas in a sewage treatment plant. A biogas outlet of an anaerobic fermentation tank (1) is brought into communication with an inlet of a reduction reactor (5) via a desulfurization adsorption device (3) and a nitrogen and oxygen removal device (4); an outlet of the reduction reactor (5) is brought into communication with an inlet of a first separator (6); a solid outlet of the first separator (6) is brought into communication with an inlet of an oxidation reactor (7); an outlet of the oxidation reactor (7) is brought into communication with an inlet of a second separator (8); a solid outlet of the second separator (8) is brought into communication with an inlet of a calciner (9); an outlet of the calciner (9) is brought into communication with an inlet of a third separator (10); a solid outlet of the third separator (10) is brought into communication with an inlet of the reduction reactor (5); and outlets of a water vapor pipeline are brought into communication with an inlet of the reduction reactor (5) and an inlet of the oxidation reactor (7). The system and method are capable of achieving adsorption-enhanced steam reforming coupled with chemical chain hydrogen production.
