This training data generation system (300) comprises an existing tag information acquisition unit (320), a target tag information acquisition unit (350), a selection unit (360), and a training data generation unit (370). The existing tag information acquisition unit (320) specifies, as an existing application, an application in which training data of a user operation model is already generated on the basis of a user operation history, and acquires, for each existing application, tag information indicating the feature of the application as existing tag information. The target tag information acquisition unit (350) acquires, as target tag information, tag information about a target application. The selection unit (360) calculates similarity between the target tag information and the existing tag information and selects a similar application from the existing applications on the basis of the similarity. The training data generation unit (370) generates training data corresponding to the target application from training data corresponding to the similar application.
