A seal device (100) for a turbine having: at least one step surface (102A) provided to the diametrically outer surface of a vane facing a first diametrical gap (30) or to the outer peripheral surface of a rotor facing a second diametrical gap, the at least one step surface (102A) facing upstream in the flow direction of a fluid and sectioning the diametrically outer surface of the vane or the outer peripheral surface of the rotor into at least two sections (108A, 108B) in the axial direction of the rotor; at least two seal fins (104A, 104B) protruding respectively toward the at least two sections from a surrounding member (13) or a stator, the at least two seal fins (104A, 104B) respectively facing the at least two sections, with the seal gaps (110A, 110B) lying therebetween, and the at least two seal fins being formed on either side of a cavity (112A) so as to extend across at least one step surface in the axial direction of the rotor; and separation-facilitating parts (106A, 106B) provided to the downstream surfaces of the seal fins in the flow direction of the fluid, the separation-facilitating parts (106A, 106B) being configured so as to cause separation of the flow of the fluid along the downstream surfaces.
