Provided is a user device having a generation unit for communicating with a base station device and generating terminal capability information including information that indicates an uplink band combination and information that indicates whether or not simultaneous transmission in the uplink band combination is possible, a transmission unit for transmitting the generated terminal capability information to the base station device, and a reception unit for receiving uplink scheduling allocation from the base station device, the user device performing simultaneous transmission in the uplink band combination on the basis of the uplink scheduling allocation.
