In order to appropriately report UL control information in a future wireless communication system, this user terminal is characterized by having: a transmission unit for transmitting an uplink signal by using encoded resources associated with an uplink control information value; and a control unit which controls the determination of transmission resources which are to be used in the uplink signal and constitute at least one type of resource from among time resources, frequency resources, and encoded resources, on the basis of designation information which is communicated from the wireless base station and designates the resource of at least one type from among the time resources, frequency resources and encoded resources.
