This communication system is provided with an onboard device enabled for vehicle-to-vehicle communication, and a roadside apparatus (10) for performing road-to-vehicle communication. In a communication performed using vehicle-to-vehicle communication service channels, a single reception-only service channel through which the onboard device carries out only reception operations is provided per a plurality of service channels, and communication in the reception-only service channel is performed at the same frequency as in the control channel for road-to-vehicle communication. The onboard device switches to road-to-vehicle communication in response to detecting that a wireless signal transmitted from the roadside device (10) using the control channel for road-to-vehicle communication has been received in the reception-only service channel during vehicle-to-vehicle communication.
