Abstract:
[Problem] To enable proper reduction of block noise. [Solution] A filtering device 100 includes: a determination unit 111 for determining, by using a lookup table, a deblocking parameter corresponding to a value pertaining to a quantization parameter of a block boundary in an image; and a filtering processing unit 120 for performing filtering processing pertaining to the block boundary using the deblocking parameter. The lookup table includes: a candidate value range pertaining to quantization parameters, including candidate values greater than a predetermined candidate value; and a deblocking parameter candidate value range corresponding to the candidate value range pertaining to the quantization parameters.
