Provided are a washing machine control panel seat with a water discharging structure and a washing machine, wherein the washing machine control panel seat is arranged on an upper portion of a cabinet of the washing machine, the washing machine control panel seat has a closed chamber for mounting electrical elements, a water discharging passage for changing the flow direction of water discharge is provided in a bottom wall (1) of the closed chamber, a water inlet of the water discharging passage is in communication with the closed chamber, and a water outlet (1-2) of the water discharging passage is in communication with the interior of the cabinet of the washing machine. Providing the water discharging structure (2) to change the flow direction of discharged water can not only increase the outlet area of the water outlet (1-2) to increase the velocity and amount of water discharge, but also meets the inspection requirements of electrical safety.
