Abstract:
[Problem] To provide: a water-soluble PVA film which has good water sealing properties in addition to excellent water solubility, while maintaining mechanical strength of water-soluble PVA films; and a package which uses this water-soluble PVA film. [Solution] A water-soluble film according to the present invention contains a polyvinyl alcohol resin. If FT-IR measurement is performed on a first surface of this water-soluble film by means of an ATR method, and if Fd1 is the crystallinity index as calculated with use of a diamond prism and Fg1 is the crystallinity index as calculated with use of a germanium prism, Fd1 and Fg1 satisfy 0.25 ≤ Fd1 ≤ 0.65 and Fd1/Fg1 > 1, and Fd1 and Fg1 preferably satisfy Fd1/Fg1 ≤ 1.5.
