PROBLEM TO BE SOLVED: To determine an appropriate distribution information in the case where a plurality of users are present.SOLUTION: An information distribution device 10 determines distribution information based on a signal from a beacon 100 transmitting a signal including information for uniquely specifying a user P, and comprises: a collection part 11 for collecting information for uniquely specifying the user P as information related to the signal from a plurality of the beacons 100 corresponding to a plurality of the users P, and information related to clock time and a place related to transmission of the signal from the beacon 100; a grouping part 13 for grouping the plurality of the users P based on conformity of the clock time and the place based on the information collected by the collection part 11; and a determination part 14 for determining the distribution information based on a grouping result by the grouping part 13.SELECTED DRAWING: Figure 2
