To provide a model that approximates the case where granular material such as sandblasting material is actually installed on the water bottom.SOLUTION: A capping simulation device that simulates capping covering the water bottom includes a tube 11 provided upright on the water bottom 31, granular material 18 packed in the tube 11, and a filter 15 attached to the tube 11.
