To provide a vehicle operation as intended by an operator accurately while suppressing generation of shocks at a shuttle working.SOLUTION: A controller determines whether a vehicle is in a shuttle operation from an operation position of a back and forth operation member and an actual advance direction of a vehicle. The controller decides target brake force when the vehicle is in the shuttle operation.
