To provide an abnormal value alarm controller of a heating element for floor heating.

An alarm is generated by measuring a resistance of the electric heating element after construction of a floor heating facility and its electric system and judging an abnormal value when it is detected. The alarm is also generated on detecting the abnormal value by measuring the resistance value of the heating element having PTC (positive temperature coefficient) characteristics and its electric system and previously memorizing a relative relation of temperature and the resistance value. It has the PTC characteristics characterized by continuously supplying the maximum electric current during a certain set time by making a motion to control by temperature inoperative for the certain set time after switching it on.
