To provide a system for executing security control by using a cellular phone approximately in a same way as a conventional non-contact ID card without using an exclusive bar-code reader.
A security control center connected with communication units executing a short distance radio communication with the cellular phone and having a locking/unlocking function for a security zone comprises a means for registering call information for each call item according to an input, a means for transmitting call permission information capable of specifying the registered call item including part of the call information to the cellular phone of a visitor, a means for reading the call permission information recorded in the cellular phone by executing the short distance radio communication between a communication adaptor connected with the cellular phone of the visitor and the communication unit at the time of a call, a means for certifying and verifying the call on the basis of the call permission information read from the cellular phone and the call information registered in advance and a means for locking and unlocking the security zone on the basis of the result of the call certification/verification.
