To solve such a problem that when a needle-like projection of a carbon paper or a carbon cloth used for an electrode base pierces through a polymer electrolyte membrane to cause a micro-short-circuit in a cell, the cell can easily deteriorate with time due to local heat generation in the micro-short- circuit part or a combustion reaction caused by a hydrogen leak, and its durability is thus lowered, and a problem that in the case of using a catalyst layer which completely rejects sinking-in of the micro-projections of the electrode base, bondability of MEA is poor and it is very difficult to fabricate a layered cell.
The catalyst layer is formed into a multilayered structure wherein a layer touching the electrolyte membrane is closely packed while a layer touching a diffusion layer is rough. This prevents a micro-short-circuit caused by the electrode base and improves the bondability of MEA.
