To provide a communication controller for integrally managing the media conditions and communicating state of a communication terminal, and for optimizing a communication terminal environment according to various events.

A communication control module 1 is provided with: a terminal control part 11 for holding media information which can be treated by each communication terminal device belonging to the available terminal group of one user, and transmits/receives call control information between each communication terminal device; a virtual terminal part 12 functioning as a single temporary terminal with respect to the other users by controlling a call to the communication device of the other users based on the call control information; and a terminal environment optimizing part 13 for, when detecting the occurrence of any event, determining communication media conditions corresponding to the event by referring to the media information of the event and the media information of the terminal control part 11, and for selecting the communication terminal equipment matching with this conditions.
