This system is provided with an arithmetic processing part 33 which performs an arithmetic processing for determining the acceptance/rejection of joint use on the basis of joint use application information received by an application information acquiring part 31 and equipment information stored in a pole information storing part 40. The arithmetic processing part 33 is provided with: a strength calculating part 331 for automatically calculating pole strength when transmission line equipment related to the joint use offer is subjected to joint use of the pole; and a bundling determining part 332 for determining whether joint use is possible by the bundling that lays a plurality of transmission line equipment to one joint use space.
