PROBLEM TO BE SOLVED: To monitor a voice IP packets without disconnection of an IP line being used and without direct connection of an external apparatus to an apparatus within an IP network which voice data passes through.SOLUTION: A signal converter comprises: first signal conversion means which converts an inputted first signal to a packet signal and outputs the packet signal; and second signal conversion means which converts the packet signal to a second signal containing information on the packet signal and outputs the second signal.
