Abstract:
An objective of the present invention is to prevent traffic congestion with regard to distribution of a file to a first and second communications network which connect a server with a plurality of portable terminals. A packet communication unit (13) communicates with a distribution device (2) via a portable telephone network. A wireless LAN communication unit (14) communicates with the distribution device over a wireless LAN which is more limited in usable area than portable communications. A management table (151) describes the types of communications networks which are used in the distribution of the files which the distribution device (2) distributes. A control unit (11) connects to the distribution device (2) using the wireless LAN communication unit (14), connects to the distribution device (2) by way of the packet communication unit (13) when there are problems with the connection by the wireless LAN communication unit (14), and controls the allowability of a file distribution request with respect to the distribution device according to the result of a comparison of the type of communications network that is being used in connecting with the distribution device (2) with the types of communications networks used in the file distribution as described in the management table (151).
