PROBLEM TO BE SOLVED: To provide a portable terminal device capable of reducing wasteful power consumption of a device to be used in a system for recognizing the action of a user.SOLUTION: A portable terminal device includes a communication section, an area determination section, and a measurement control section. The communication section performs communication. The area determination section determines whether the current position of the self device is within a specific area. The measurement control section transmits a communication speed measurement signal to be used for communication speed measurement by a communication speed measurement device after requesting the communication speed measurement to the communication speed measurement device within the specific area via the communication section when the area determination section determines that the current position of the self device is within the specific area, and stops the transmission of the communication speed measurement signal when the area determination section determines that the current position of the self device is not within the specific area.
