PROBLEM TO BE SOLVED: To reflect legal regulations as correct as possible, and to prevent document data targeted for regulation from being inadvertently transmitted to countries prohibiting the document data.SOLUTION: A document management system includes: a document data input unit 31 that inputs document data DQ; a first district code acquisition unit 32 that acquires a first district code TCD1, which is a district code of a district having a document processing device arranged; and a document data transmission unit 34 that transmits the document data and the first district code to a cloud server 5 in association with each other. The cloud server 5 includes: a regulation information acquisition unit 51 that acquires regulation information KJ for determining an access processing regulation; and an access processing determination unit 53 that, when receiving an access processing request ASY, makes a determination about the access processing regulation with respect to the access processing request on the basis of the first district code, the second district code, and the regulation information.SELECTED DRAWING: Figure 5
